Infrastructure

Civic improvements made early in its history helped Sumner grow form a town into a city. They include:

• Incorporation
• Building a town jail and two bridges across the Stuck River at $500 per bridge
• Granting the franchise for telephone equipment to Sunset Telephone Company and instructing the town Marshall to stop baseball games on Main Street
• Pouring the first concrete sidewalks and banning cows from roaming town streets
• Opening a paved road between Sumner and Alderton
• Operating two bus lines between Sumner and Tacoma
• Establishing a floating lending library
• Moving the library into the Ryan House, presented to Sumner by George and Lucy Ryan.
• Constructing the present White River Bridge on Main Street.
• Changing Sumner’s status from a town to a city, purchasing property at Maple Street and Alder Avcnue for a city hall, and installing ornamental street lights.
• Introducing a 2% sales tax
• A city beautification project that included planting, flowering trees along city streets.
